The Finance Division of this Office conducted the “Description and Example Sharing of Regulations for Income from Activation of Non-Business Use Real Estate of Farmland Water Conservancy” on May 2 and 7, 2024, which primarily targeted the contents of the laws and regulations on the Income from Activation of Non-Business Use Real Estate of Farmland Water Conservancy (hereinafter referred to as the “Regulations”), and proceeded to explain as well as being combined with practical examples; therefore the colleagues could, through this lecture, ponder on how the land under their jurisdiction might be revitalized in accordance with the regulations without prejudice to any public use, for instance, through leasing, establishment of superficies or short-term greening and beautification of non-business land, different types of non-business land disposal restrictions were different. The restrictions on the disposal area would lead to different disposal methods (negotiated price or sale by tender), and the issue of the right of first refusal should be taken into account to avoid disputes. This is only the basic law for the income from activation of non-business use real estate, while most activation cases would still involve other laws and regulations, such as the Changhua County Deformed Land Use Autonomy Ordinance, the Spatial Planning Act, and the Urban Planning Law. As shown in the lecture, for the familiarity with laws and regulations, the key points of amending legal provisions require a certain degree of mastery. The course used an interactive method of on-site questioning to enable the front-line colleagues to build capacity in answering the people’s relevant questions clearly through a question-answer method for the future, which could also be used to classify the people’s problems, better understand the needs of the people, as well as dealing with people’s problems legally. By taking this course, colleagues could be aware of the basic structure of non-business real estate activation, the direction of dealing with related issues, as well as understanding this law basically, thereby providing more convenience for the people, satisfying their needs and realizing the Ministry of Finance’s policy vision to “support construction with finance and cultivate finance with construction”.
