Wazi Canal Project Wins 2025 National Excellent Construction Award
Continuing our success in agricultural irrigation, the Wazi Canal Main Trunk Reinforcement Project has been honored with the 2025 National Excellence in Construction Award, following the Babao No. 1 Irrigation Canal Yuanlin City Section Improvement Project (Phase II), which showcases our Office’s accomplishments in public infrastructure planning, environmental design aesthetics, and sustainable development principles. Chang, Fang-Chia, Chief of the Construction Inspection Section, Division of Public Works, accepted the award on behalf of Director Hsu, Jui-Min.
The Wazi Canal Main Line, stretching about 840 meters along the south bank of the Dong Luo River in Erlin and Pitou Townships, Changhua County, is now delivering a stable water supply to local farmers. Water is drawn from the old Zhuoshui River (also known as the Dong Luo River) downstream of the Kashima Bridge via the Yiho Weir Gate, and flows through the canal to support irrigation across the region. Originally built with sloped-face revetment, the canal had long faced dredging damage causing vegetation to obstruct water flow and serious leakage. With this project completed, water conveyance has been greatly improved, losses minimized, and the surrounding environment revitalized. The project also highlights the blend of engineering and aesthetics: accurate setting-out through precise curves applied to the canal channel, imitation-wood railings, and magenta wind-forest trees, creating a visually striking and functional landscape.
The Dong Luo River Bikeway intersects with the Taiwan Sugar Railway Trail within the planned construction area. Previously, the section from Beidou Township through the Highway Garden along Provincial Highway 1 to the old Kashima Bridge had only a basic bikeway with minimal scenic maintenance. With this project and environmental enhancements, the path is now connected to the phased Dong Luo River Green Corridor improvement plan, creating a seamless system for enhancing the water environment. Guided by the “Sugar Railway Circular Route” concept, the project fosters local identity and links attractions along the river. Overall, it minimizes environmental impact, safeguards cultural heritage, and improves the quality of life along the Dong Luo River.
The Pitou Rice Fields Railway Cycling Festival, now in its 11th year, draws cycling enthusiasts from across the country to Pitou, weaving through the countryside and taking in the beauty of the rural landscape, as well as enjoying a 15.5 km route from Xihu to Xizhou. The bikeway connects to the Fubao Wetland, Tianwei, and the Xihu Sugar Factory, forming a complete cycling network that blends the “historic charm of the old sugar railway” with “scenic rural landscapes”. Located at the Dong Luo River Railway Bridge Station — the midpoint of the route — the project features train-themed landscaping that highlights the sugar factory’s heritage while offering visitors a landmark spot to rest, take photos, immerse themselves in local culture and nature, and ensure optimal results.
