In view of increasing the benefit of revitalization of state-owned land and ensuring operational fairness and transparency, this office has handled open tender and sales of state-owned land in accordance with the regulations such as Changhua Management Office of the Irrigation Agency of the Ministry of Agriculture’s “Instructions to Tender for Non-Business Real Property with Operational Funds of Farmland Water Conservancy Activities” and “Rules of Price Negotiation”. The bidding and negotiation procedures have all been successfully completed.
Purchase applications by people have been handled by this office following statutory procedures strictly. Each case shall be first determined by the management unit as without functions of farmland water conservancy facilities, followed by land subdivision handled by this section in accordance with the “Regulations on Revitalization and Revenue of Non-Business Real Property of Farmland Water Conservancy Activities”; land value will be b assessed by professional real estate appraisers under commission, and approved with deliberation by this office's land valuation review panel before submitting to the Agency for approval of sale in order to commence the process of negotiated or open tender.
The entire process comprises closely linked phases and is subject to every tier’s review, ensuring that the disposal of state-owned land is conducted in an open, fair, and transparent manner.
