The Construction and Planning Agency of the Ministry of the Interior continued to subsidize or invest in the renewal project planning and development through the Central Government’s Urban Renewal Fund to assist the Yuan-controlled municipalities  and county (city) governments to take the lead on urban renewal, offering guidance in the establishment of project offices and dedicated agencies to strengthen renewal capacity, as well as selecting suitable bases as the feasibility assessed subjects of government-led urban renewal to evaluate the follow-up urban renewal methods with which to push ahead after exchanges in survey meetings, thereby improving the effectiveness thereof.

This Office manages the land controlled by national fund (Lot No. 16-37 and Lot No. 16-38, Yanhe Section, Changhua City), with an area of 2,959 square meters, plus the adjacent private land (Lot No. 699-2 and Lot No. 700-7, same Section) with an area of 486 square meters, totaling 3,445 square meters. It could originally be changed into a residential area and commercial area for use after dealing with collateral conditions No. 1, No. 8 and  No. 15 in Changhua City urban planning, which are the lands that need a detailed plan drawn up to complete the statutory procedures and the provision of land for public facilities (lands of playground for children or of squares) handled according to the principle of offering rebates to handle land-use change in urban planning areas and to re-apply for review of changed land in accordance with the statutory procedures of urban planning. Due to the difficulties in completing the statutory procedures for integrating private land and jointly proposing detailed plans, as well as the land being overgrown with weeds because of idling placed, it is a struggle to cope with the ban enforcements from the County’s environmental protection bureau and some of the lands have been occupied by residents for a long time, notwithstanding the collection of compensation for occupation; however, in order to accelerate land development, push forward advances in urban planning, and cooperate with government policies, this Office has previously submitted the foregoing land for appropriation of public land with compensation or leased out the land for social residence use.
